Puppet classes are missing parameters in Foreman UI after Foreman upgrade from 1.5 to 1.6

Issue

• We used to import quickstack Puppet classes in foreman-installer-1.5.0-0.6-RC2 and were then able to override the parameters of those calsses at the hostgroup level
• After upgrading to foreman-installer-1.6.0-0.2.RC1 some puppet classes no longer import all the params they used to, even though foreman says the import was successful
