CUPS server error when trying to add printer

Issue

• We are trying to add a printer. After entering the IP address for the the network printer, we select forward and receive the error "CUPS server error. There was an error during CUPS operation: 'server-error-internal-error'". When we select OK it just returns to previous screen.
• The printer state is showing "Idle - Directory "/usr/lib/cups/filter" has insecure permissions (040777/uid=0/gid=0). All printers are showing this state.
