qpid Java client: roubdrobin failover mode problem

Issue

Suppose we have a cluster of 3 brokers A1, A2, A3, all running:
- We start a message producer and it connects to A1.
- Then shutdown A1, client seamless fails over to A2.
- Stop A2, client fails over to A3.
- Now start A2.
- Stop A3.
- Even though A2 is up and running, the client continuously attempts to connect to A1 and never tries connecting to A2 which is confirmed looking at tcpdump output. If client tries to publish at this point it gets an exception and client connection is terminated.
