How does SCTP choose source addresses?

Issue

Sopmetimes in a multi-homed scenario the source ip address that is used by SCTP is not the one that's expected. This can be observed in any type of SCTP packet (those containing DATA chunks, or HEARTBEAT chunks and so on).

The current Linux SCTP implementation, in accordance with RFC 4960, leaves the source address decision up to the Operating System.
