User unable to run sudo /sbin/service xxx reload/stop/start command despite user,host, group HBAC match
Issue
User unable to run sudo /sbin/service httpd reload/stop/start or /etc/init.d/httpd stop/start/reload command despite matches in HBAC rule. This problem is not specific to the init services as it can affect any sudo command.
