Support MSR_PKG_ENERY_STATUS in perf

Issue

In much the same way that Red Hat provided the perf based pcl to provide the kernel exported interface that allowed developers to make a PAPI implementation, please expose the MSRs which provide the power consumed during a computation so that an addition to PAPI or similar library can be used by developers to optimize their power consumption.
