Can't remove in-kernel partition table for failed disks

Issue

  • Need to be able to remove the in-kernel partition table for a failed disk without the disk being writable. sgdisk failed because it can't write to the disk. We need a way to remove just the in-kernel partition table so that the kernel does not try to access failed disks.
