Activation Key doesn't honor Product Content Override

Issue

• After registering a Satellite host(client) the product repositories are not honoring the Satellite settings of whether to enable or disable that repository.
  In the activation key setup, after unticking Auto-Attach to No, the product content tab, will allow to specify which content to provide to the hosts.
