trust store and crl - reload triggered without broker restart

Issue

• To add or remove CA’s and make these changes available for the broker a broker restart is needed.
  But we need the ability to trigger the reload of both the trust store and the crl (certificate revocation list) without a broker restart.
  We need also to receive the ssl certificate information on broker plugin layer (may be on org.apache.activemq.broker.ConnectionContext or
  org.apache.activemq.command.ConnectionInfo objects), especially the information about the ca that signed the client certificate.
  Is it possible to incluse this feature enhancement in a next patch or release?
