service squid stop or reload - "Operation not permitted" after update to 3.1.23-9.el6
Issue

Squid package has been upgraded from 3.1.10-29.el6 to 3.1.23-9.el6 and from then, when we try to stop / reload squid, we get the following message:
squid: ERROR: Could not send signal 1 to process 1403: (1) Operation not permitted
