nova-compute marked as down but available for live migration

Issue

  • nova-compute is marked as down but it's available for live migration
  • Display valid hosts to migrate
  • When a host is disabled via stopping the openstack-service, it's marked as down XXX on nova-manage service-list but is still available in horizon as a valid destination to live-migrate instances
