fs_freq and fs_passno is set to 0 with XFS on Red Hat Enterprise Linux 7.1

Issue

I've observed that with our RHEL7.1 kickstart profile which uses XFS the dump/pass parameters are set to 0/0.
- Modifying the profile to ext4 brings back the expected behavior.
On an old non-kickstarted RHEL7.0 system with xfs the rootfs is set to 1/1
fs_freq and fs_passno is set to 0 with XFS in /etc/fstab on Red Hat Enterprise Linux 7.1
