"Deployer" role cannot start or stop Camel routes in Hawtio console under Fuse 6.2

Issue

The configuration files for role-based access control in the etc/auth directory give the impression that a user who has been assigned the "Deployer" role will be able to start and stop Camel routes using the Hawtio browser-based administration console. In fact, although such a user can control Camel routes using the Karaf command line, the controls in the Hawtio console have no effect.
