Power fencing not working properly in RHEV 3.5.0, "Message: Failed to restart Host"

Issue

• Dell R815 servers using DRAC cards. Power management is set up using the IPMILan setup with parameter lanplus=1.
• When RHEV tries to fence a node with a restart, RHEV says it cannot do the fencing while in reality the server did get fenced but with a "powerdown" rather than a "powercycle". So the node did get fenced but never came back up.
• RHEV-M returns "Message: Failed to restart Host HOSTNAME"
