Why permission issue of export domain in RHEV causes the Data Center to become non responsive?

export domainof RHEV causes the hosts to switch between contending and normal stage which results in Data Center to go non-responsive. - Host will never become SPM until the permission issue of
export domainis fixed. - The error is:
