Not able to set X-Frame-Options at login page.

Issue

I want to set the X-Frame-Options header to all responses. I created a filter as documented in https://access.redhat.com/solutions/720743. I am using the FORM login-config/auth-method however the login page does not get returned with this response header. How can I make sure my login page is also returned with this header set?
