How to override ${data} value in activemq.xml

I would like to know how the ${data} token gets set in etc/activemq.xml. Is there away to override it's value external from etc/activemq,xml? For example I am setting master/slave
so I need to configure kahadb directory value to point to our shared NAS location. The default configuration is set to:
