Cannot set banned irqs by command "irqbalance" in RHEL7
Issue
In RHEL 7.1, irqs added to the banned irqs list either by command line, or by utilizing a conf file are initially unchanged, but after approximately 10 seconds, they are reset. It's almost as if the system is 'forgetting' that the irqs have been banned.
