How to setup udev rule to allow read-only permissions on USB devices

Issue

On RHEL 5, RHEL 6 and RHEL7, we need guidance on writing a udev rule that would allow read of USB/removable drives/flash drives but restrict write access. Is there a way that RHEL can do with with udev and still allow keyboard/mouse?
