'pcs status' shows resources and stonith devices as "(unmanaged)" even though they haven't been set to unmanaged in the configuration in a RHEL 6 or 7 High Availability cluster

Issue

  • The pacemaker cluster is showing unmanaged in the status.
  • pcs status shows resources as "(unmanaged)", but we never set them to unmanaged, and the configuration doesn't show any resources with is-managed="false"

Environment

  • Red Hat Enterprise Linux (RHEL) 6 or 7 with the High Availability Add On
  • pacemaker
  • Cluster property maintenance-mode=true in the cluster CIB
