osgi:stop/start does partial match

Issue

I have two bundles, Bundle-SymbolicName are named

companyfinancial-asic-businessnames
companyfinancial-asic-businessnameslegacy

when i do the following:

osgi:stop companyfinancial-asic-businessnames

it matches both and stops them both.
And the osgi:start command showed the same behavior.
