Due to the differences in the earth's rotation speeds due to various geographical factors, Earth's time, also called Solar time, tend to change.

Atomic clocks maintain the UTC (Coordinated Universal Time) standard which is used across the globe as a basis for civil time.

Since the Atomic clocks progress at a steady state which does not change, it goes out of sync with the Solar time.

To bring the Atomic clocks in sync with the Solar time, changes are introduced in UTC time in the form of leap seconds.

A leap second essentially pulls back the Atomic clocks and hence UTC by that much, which puts it in sync with the Solar time.

A leap second insertion is coming up on December 31st, 2016.
