Messages moved in the broker are not displayed on the destination until the broker is restarted

Issue

• From Hawtio I use the browse feature to select a number of messages and then attempt to move them to another destination. The messages are removed from the original queue but are not shown on the destination queue until the broker is restarted.
• Using JMX mBean operations, after moving messages from one destination to another destination the messages are not shown on the target destination until the broker is restarted.
