How does IP routing work for SCTP?

- As SCTP local multi-homed endpoint, the remote single-homed endpoint can be reached via 2 paths,
How path switch happens when one of the paths is down and gets detected using SCTP heartbeat.
Can SCTP association use second path to keep the association up?
