Metadata as a service for compute nodes and guest instances

Issue

There is a request for OpenStack metadata as a service to be implemented for compute nodes, guest instances and for general use. This would include the ability to pass status and completion messages regarding events for compute nodes and guests within OpenStack Platform natively.
