IPSec tunnels fails to stop when traffic is flowing

Issue

• When using ipsec whack --terminate --name <tunnel_name> to bring down a tunnel, this will fail if there is active traffic on the tunnel. We are looking for a way of bringing down a tunnel in spite of the traffic.
