Unable to access "Domain" and "Runtime" tabs after logging into Domain Console

Issue

• When logging on to Domain Console, a message box is poped up:
  "No Groups.
  There are no groups defined in the domain. Persistent configuration is available, but large parts of the console will not be accessible. Please make sure to create a group using the CLI in order to fully utilize the console."
• After accessing Domain Console UI, "Domain" and "Runtime" tabs can't be accessed.
