add-user.sh is rejecting a password with JBAS015264 even though it meets the listed requirements in EAP 6

Issue

• Getting "JBAS015264: Password is not strong enough, it is 'MODERATE'. It should be at least 'MEDIUM'." when creating a management user
• The add-user.sh is rejecting a password that meets the listed requirements
• In case of installer installation, the installation can not finish with similar error message.
