pvresize fails with cannot resize to extents as later ones are allocated message.

Issue

• We are trying to shrink an existing volume group and use that space to add new VG.

  pvresize command throw below errors :

$ pvresize --setphysicalvolumesize 239.24G /dev/sda3
  /dev/sda3: cannot resize to 1913 extents as later ones are allocated.
  0 physical volume(s) resized / 1 physical volume(s) not resized
