JDG Cluster does not merge/reform after nodes leave the cluster
Issue
- JDG-based cluster does not merge back together if nodes happens to leave the cluster.
- JDG cluster becomes unstable after a split-brain arisen
- Cluster did not merge all nodes correct after a split-brain with partitions
