How to separate ROOT context applications to their own mod_cluster balancer

Issue

• We have multiple JBoss clusters balanced by the same httpd/mod_cluster balancer through a single VirtualHost. Each cluster serves its own application. We have one cluster that serves a ROOT context application and when this ROOT context application is deployed, all traffic is proxied to that particular cluster. How can we use mod_cluster and properly split applications across appropriate clusters when using a ROOT context application?
