mod_proxy_balancer has workers with mixed up jvmRoutes and fails to maintain proper stickiness

Issue

• mod_proxy_balancer starts to fail to maintain session stickiness. When checking the balancer-manager page, we note that workers are shown with an incorrect jvmRoute or no jvmRoute at all.
