Why does the keyboard layout not set to required one during %pre section of kickstart installation of RHEL7?

%prescript, the keyboard is inqwerty, even though one set"keyboard --vckeymap=fr" - In Red Hat Enterprise Linux 6, used
"keyboard latin-1"and it worked as expected. - Why does the keyboard layout not set to required one during %pre section of kickstart installation of RHEL7?
