mod_cluster still uses advertise with advertise disabled and no proxy-list

Issue

  • We haven't set a proxy-list in mod_cluster, but we disabled advertise:

    <mod-cluster-config advertise-socket="modcluster" connector="ajp" advertise="false">

    But we still see mod_cluster using advertise. Why is this?
