Network does not come up when using an OVS bridge

Issue

• Just finished setting up Openstack using packstack. I 'm using VLAN in a allinone setup. Everything works just expect the networking upon system startup. I have to restart the network using systemctl restart network, to get the ovs bridge to get an IP address.

• Is there a way to set systemctl to enable the network device before I start the br-ex interface ?
