In order to add new module using CLI on Windows, EAP looks for different path for resource library.

Issue

On Windows, there is an issue to add new module using CLI with EAP6.

module add --name=com.<company>.jboss.security --slot=main --resources=C:/JBoss/addons/custom-vault/<vault>.jar --dependencies=org.picketbox,org.jboss.logging
Failed to locate c:\JBoss\jboss-eap-6.3\bin\C:\JBoss\addons\custom-vault\<vault>.jar

It seems that it looks for the library from the combination path of current path and the resource path.

What is the root cause?
