How to create a "sudo" user who can start/stop/restart tomcat6 service ?

- Is there any way to start, stop and restart tomcat6 service as normal user?
- How to create a "sudo" user who can start/stop/restart tomcat6 service?
- Our developers would like to start / stop Tomcat server by themselves without depending on system administrators with root privileges to do it for them. Is that possible?
