Server is accepting any character string as the root password

Solution Verified - Updated -

Issue

-Executing a su - from any locally defined user to root, incorrect characters entered as a password are accepted as valid and the command succeeds.
-A login attempted via console or ssh will succeeds with an incorrect password.
-Running a command remotely as the root user via ssh , any password string that is entered is accepted and the command runs successfully.
