Is there a persistent remote desktop solution for 9.4?

I've been running over VNC to remote headless servers for both RHEL 8.3 and Ubuntu 22.04, but I need to upgrade. I don't necessarily need to use VNC, but the connection must be persistent (more details on askubuntu if you want them).

There's no easy way to do this on Ubuntu 24.04. VNC clients need X on the server, which is still possible, but Canonical has made this difficult by dropping some device drivers that are required for VNC (I don't know the details, but something to do with VGA support on HPE hardware). RDP works as an alternative, but isn't persistent, since this requires Gnome 47 (24.04 is on 46).

So, question: can I get a persistent remote desktop if I install 9.4 instead? Thanks.
