In rhel server 8.10,external USB storage is not recognized But usb-storage module is active

External USB Device is not recognized.
I tried to Stop and Start USB related module like usb_storage,
when i check with lsusb -v , In usb1-port6 is connected but no device is found in lsusb.
I also checked and there is rules .conf files that block usb connection.
And USB port and power status is active.
Is there any other ways to connect the USB.
