Clean install with 9.4 in FIPS mode

I'm pretty sure I previously did a clean install where FIPS was immediately active after first boot after selecting a security profile.
I've tried several security profiles, but after login
fips-mode-setup --check
returns:
Installation of FIPS modules is not completed.
FIPS mode is disabled.

Which profile do I need to select?
In the guide at https://docs.redhat.com/fr/documentation/red_hat_enterprise_linux/9/html/security_hardening/proc_installing-the-system-with-fips-mode-enabled_assembly_installing-the-system-in-fips-mode its mentioned to add "fips=1" option to the kernel boot. There is no explanation on how to do this from an installer view.

Nevertheless, I would prefer to use a security profile. Any suggestion welcome.
