Authentication token manipulation error

When i want to ssh as my admin user i get this error Authentication token manipulation error

direct ssh acces via root is disabled
i booted the system in Single user mode
mounted my /sysroot
chroot /sysroot
and tried to change the root password
when i do this i get a error and it doesnt change my root password

all applications are running but i just cant access the console directly nor via ssh

does anyone know what i can do to fix it?
