RHEL 8/9 for ARM iso install terribly slow on Surface Pro 11 Hyper-V

I am attempting to install either an ARM RHEL 8 or 9 iso on a Surface Pro 11 running windows 11 Pro with Hyper-V. The ISO boots up correctly, but when it goes to start the Kernel, the install slows down to a nearly un-usable speed. Eventually, after ~15 minutes it gets to the install GUI but becomes basically unresponsive. The system, nor the VM are showing maxed out resources. Any guidance would be helpful. Thank you.
