"Download RHEL at no-cost" - Looping to "We need a little more information"

I'm trying to obtain a copy of RHEL for home development only - no commercial aspect - but when I click on "Download RHEL at no-cost" it keeps taking me to the "We need a little more information" page asking for my company name.

Given that there is no company involved for this use, I'm a little confused.

Has anyone else encountered this problem and, if so, how can it be resolved? Or am I incorrect regarding the availability of a home development license?
