Having challenges loading rhel9.4 as a dual boot with windows10

I have a windows 10 system with centos 8 on it. I was not able to use the conversion tool to upgrade it to rhel9.x.
So I wanted to do a clean install on my personal laptop (developer license) to be able to use it.

However after many attempts and trials of various ways to get grub to see my Windows partition I have been unsuccessful.

I have been recloning the drive from my backup to at least I have that.

I tied it on another laptop that did not have any other Linux on it just a windows image. Loaded fine and grub saw the windows and rhel os.

Both are the same hardware . Lenovo T470 with a 1T drive.
Windows 10. Only difference was one had centos on it with windows.

I even tried to remove the centos partition in the hopes it would see it as just a windows system. However I have a feeling something is left behind as the same issues occurs.

The rhel image will boot and I tried to update the grub configurations.
40_custom file and remade the grub.cfg etc.

The following error occurred...
"Failed to set the new efi boot target. This is most likely a kernel or firmware bug."

Long post . I can add more info later as needed. Waiting for my laptop to reimage so I can use it.
