How to fix the CPU frequency with OS 7.9+ kernel 5.15.13

Hi All,
I encounter a weird problem about fixing CPU frequency.

environment
OS 7.9
Kernel 5.15.13.1.el7
Server Dell R650
CPU model Intel Xeon Silver 4309Y 2.8 GHz (max 4 GHz)

I need to fix the CPU frequency with 2600GHz or above, but I notice the CPU frequency is dropped randomly even if the server BIOS has been set and OS command such as "governors" according to the best practice.
But the same method can fix the CPU frequency within OS 7.9+Kernel 6.x or OS 7.9 + Kernel 3.x.
Could you please tell me how to fix the CPU frequency within OS 7.9+Kernel 5.15.13? Or any develop plan to release new 5.x kernel to support fix CPU frequency better?
