RHEL 9.4 sees network during install, then nothing

During USB install of RHEL 9.4 network setup sees local wifi, accepts password, gets dhcp address.
Reboot when install is done, wifi device shows DOWN.
nmcli says "plugin missing".
I'm confused - INSTALL saw the network just fine.
What am I missing?
