RHEL 7.9 won't upgrade samba 4.10.16

Hello all,
I have Red Hat Enterprise Linux Server 7.9 and installed Samba 4.10.16.
However I would like to upgrade Samba from 4.10.16 to 4.19.2. When I try to update Samba I receive info, that No packages marked for update:

(base) [root@xxxxxxxxxx]$ yum update samba

Is this limitation caused by the OS version? If I will upgrade the OS, let's say to 8.6, will I be able to upgrade also Samba afterwards, or the Samba itself is already included in the newer OS ?
