Initial RHEL 9.3 Install Stuck at "downloading packages"

I'm trying to install RHEL 9.3 but it makes it to downloading packages and nothing happens after that. I let the install run over the weekend and came back to it Monday with it still "downloading packages" I have restarted the install and each time it gets stuck there.
