OS recover

Hi,
I need to restore a server (server 1) with redhat by another server that is connected to backup server.
If I restore the / for server1 in /mnt in the server that is direct connected to backup server,then if I use tar cvf in /mnt copy this tar with scp on server 1 and tar xvf in /mnt -server1 is correct?
I mean can I use tar rsync to copy OS from a server to /mnt in other server and then reboot?
Before I edit /etc/fstab.
